BACKGROUND
  Mituna Captor appears an intelligent, curious young man who is otherwise hesitant to connect with strangers. His schoolfeeding specialises in FLAX Firmware & Interfacing and has a good grasp of his kinetic capabilities. Upon self-introduction, Mr. Captor tends towards demeaning language and sarcasm, and leans into insults when communicating with the instructors but is otherwise cooperative. The assessment stage was held after his Psychelock was applied but before the silencing implant, and Mr. Captor expressed extreme discomfort at being physically restricted and needed several breaks to be pacifed.
  This is his second time in intensive care for a self-inflicted injury. He was previously fitted with a damping brace to help tame his kinetics and as a preventative measure against further accident. At interview, Mr. Captor was very clear that both injuries were intentional, and was eager to describe how he had broken the limiters on his brace. Since his last admission, he's taken to other forms of self-harm, [See Body Chart attached] and his mood frequently swings between jovial and agitation bordering on outrage.

Results
  Mituna expressed standard or above-standard levels of intelligence typical of his caste. His response time was notably above-average, which may be a result of his Interfacing specialisation. He complains of incredibly debilitating auditory perceptions of voices, but neither his probe nor biopsy showed any evidence of any direct communion capabilities, nor an affinity for the dead. The empath panel confirms the noise, but attributes them to a type of psychosis or post-injury tinnitus. Mr. Captor's FLAX profile revealed an unusually high amount of physiopsychological discord between his self-perception and his external processing. A series of follow-up assessments will be held to gauge the effect the silencer has on his mental state, but at this stage it's evident that his urges to self-harm are driven by serious mental concerns unrelated to his psychic abilities.

FOLLOW UP
  Mr. Captor will be referred to the Iridium Coast Clericalibration Office for potential entry into their Psychic Quelling Culling Programme. I think a safety net of sense-based telepaths will help his mental state heal. For the foreseeable future, I would not advocate for Mituna's psionics to be unbound until the risk of repeat behaviour has been assuaged.
